of Ethics and Official Conduct of Employees

of Institute of Philosophy, Russian Academy of Sciences

 

Code of Ethics and Service Conduct of Employees (hereinafter - the Code) of Institute of Philosophy, Russian Academy of Sciences (hereinafter - the Institute) is developed in accordance with the provisions of the Constitution of the Russian Federation, the Labor Code of the Russian Federation, the Federal Law from 21.12.2008 No. 273-FZ “On Combating Corruption”, the Federal Law of the Russian Federation from 17.07.2009 No. 172 “On anti-corruption expertise of regulatory legal acts and projects of regulatory legal acts”, the Federal Law from 03.12.2012 No. 230-FZ “On control over the compliance of expenses of persons holding public office and other persons with their income”, the Order of the President of the Russian Federation from 19.05.2008 No. 815 “On measures for combating corruption”, the Order of the President of the Russian Federation from 12.08.2002 No. 885 “On the approval of the general principles of official conduct of civil servants”, the Order of the President of the Russian Federation from 02.04.2013 No. 309 “On the measures for implementation of particular provisions of the Federal Law “On combating corruption””, the Order of the President of the Russian Federation “On the measures for implementation of particular provisions of the Federal Law “On control over the compliance of expenses of persons holding public office and other persons with their income””, the Order of the President of the Russian Federation from 08.07.2013 No. 613 “Issues in combating corruption”, and other regulatory legal acts. The present Code is also based on generally recognized moral principles and norms.

 

The present Code establishes uniform ethical standards and rules of official conduct for the employees of the Institute for their successful realization of their professional actions and successful work of the Institute as a whole.

 


1. General provisions

 

1.1. The Code is a set of general principles of official professional ethics and basic rules of professional conduct that should be followed by the employees of the Institute, regardless of their position.

 

1.2. Every employee of the Institute must take all necessary measures to comply with the

provisions of the Code, and every citizen of the Russian Federation has the right to expect from an employee of the Institute conduct in relations with her/him in accordance with the provisions of the Code.

 

1.3. Compliance by employees with the provisions of the Code is one of the criteria for assessing the quality of their professional activities and labor discipline.

 


2. Basic duties, principles and rules of official conduct of employees

 

2.1. In accordance with article 21 of the Labor Code of the Russian Federation, an employee is obliged to:

  • conscientiously fulfill her/his labor duties assigned to her/him by the employment contract;
  • comply with the internal labor regulations;
  • observe the labor discipline;
  • comply with the established labor standards;
  • comply with the labor protection and labor safety requirements;
  • take good care of the property of the employer and other employees;
  • immediately inform the employer or direct supervisor about a situation that poses a threat to the life and health of people, the safety of the property of the employer and other employees.

 

2.2. The basic principles of official behavior of employees are the basis for the behavior of all the people who are in labor relations with the Institute.

 

2.3. Employees, aware of their responsibility to citizens, society and the state, are expected to:

  • comply with the Constitution of the Russian Federation, the laws of the Russian Federation, prevent violation of laws and other normative legal acts based on political, economic expediency or for other reasons;
  • comply with the Statute of the Institute;
  • ensure the efficient operation of the Institute; carry out their activities within the subject and objectives of the Institute; not to give preference to any professional or social groups and organizations while fulfilling their official duties, be independent of the influence of individual citizens, professional or social groups and organizations;
  • exclude actions related to the influence of any personal, property (financial) and other interests that prevent them from performing their official duties with required quality;
  • observe impartiality, excluding the possibility of influence on their activities by decisions of political parties and public associations;
  • comply with the rules of professional ethics and rules of business conduct;
  • show correctness and attentiveness in dealing with other citizens and officials;
  • show tolerance and respect for the customs and traditions of the peoples of Russia and other states, take into account the cultural and other characteristics of various ethnic, social groups and confessions, promote interethnic and interfaith harmony;
  • refrain from behavior that could raise doubts about the conscientious performance by an employee of official duties, as well as avoid conflict situations that could damage her/his reputation or the prestige of the Institute;
  • not use official position to influence the activities of state bodies, local self-government bodies, organizations, officials and citizens when solving personal issues;
  • respectfully treat the activities of mass media representatives to inform society about the work of the Institute, as well as provide assistance in obtaining reliable information in the prescribed manner;
  • constantly strive to ensure the most effective management of the resources in the sphere of her/his responsibility;
  • counteract manifestations of corruption and take measures to prevent it in the manner prescribed by the law;
  • show honesty, impartiality and fairness in the performance of official duties and avoid corrupt behavior (behavior that may be perceived by others as a promise or offer to give a bribe, as consent to accept a bribe or as a request for a bribe, or as an opportunity to commit another corruption offense).

 

2.4. The employee is recommended to comply with the following anti-corruption measures:

  • notify the employer, prosecutor's office, law enforcement agencies about all cases of contacting an employee by any person in order to induce him to commit corruption offenses;
  • not to receive remuneration from individuals and legal entities in connection with the performance of official duties (gifts, monetary remuneration, loans, material services, payments for entertainment, recreation, the use of transport and other remuneration);
  • take measures to prevent the emergence of a conflict of interest and resolve cases of conflict of interest that have arisen, not to allow personal interest in the performance of the official duties, which leads or may lead to a conflict of interest, notify the immediate supervisor about any conflict of interest that has arisen or about the possibility of its occurrence as soon as the employee become aware of this.

 

2.5. An employee endowed with organizational and administrative powers in relation to other employees is called upon to:

  • take measures to prevent corruption, as well as to ensure that employees subordinate to her/him do not allow dangerous corrupt behavior; set an example of honesty, impartiality and fairness by their personal behavior;
  • not allow cases of coercion of employees to participate in the activities of political parties, public associations and religious organizations;
  • if possible, take measures to prevent or resolve any conflict of interest in the event that she/he became aware of the employee’s personal interest, which leads or may lead to a conflict of interest.

 

2.6. An employee endowed with organizational and administrative powers in relation to other employees should strive to be an example of professionalism and an impeccable reputation, to contribute to the creation of a favorable moral and psychological climate for effective work in the organization or its subdivision.

 

2.7. An employee endowed with organizational and administrative powers must ensure objectivity and transparency when placing orders for the supply of goods, performance of work and provision of services.

 

3. Recommended ethical code of conduct for employees

 

3.1. In official behavior, an employee must be guided by the constitutional provisions that a person, her/his rights and freedoms are the highest value, and every citizen has the right to privacy, personal and family secrets, protection of honor, dignity, and good name.

 

3.2. In official behavior, the employee refrains from:

  • any kind of statements and actions of a discriminatory nature based on gender, age, race, nationality, language, citizenship, social, property or family status, political or religious preferences;
  • rudeness, manifestations of a dismissive tone, arrogance, biased remarks, presentation of inappropriate, undeserved accusations;
  • threats, offensive language or remarks, actions that interfere with normal communication or provoke illegal behavior.

 

3.3. Employees are called upon to promote, through their work behavior, the establishment of business relationships in the team and constructive cooperation with each other. Employees should be polite, friendly, appropriate, considerate and tolerant in their interactions with citizens and colleagues.
